About the project
DIGIVOTE is a European project that explores the opportunities and challenges of digital voting, including both electronic voting at polling stations (e-voting) and remote internet-based voting (i-voting). As digital technologies increasingly shape democratic processes, the project addresses the need for voting systems that are secure, inclusive, transparent, and rights-based, while also responding to public concerns around cybersecurity, data protection, digital exclusion, and trust in digital democratic tools.
The project brings together citizens, experts, policymakers, electoral authorities, and civil society actors to examine the legal, ethical, social, and technological implications of digital voting across the EU. Through participatory methods such as citizens’ assemblies, surveys, policy labs, and structured dialogues, DIGIVOTE gathers diverse perspectives on the benefits, risks, and expectations surrounding digital voting. Particular attention is given to including underrepresented groups such as young people, women, older adults, people with disabilities, and digitally marginalized communities to ensure that future digital voting systems reflect the needs of all citizens.
DIGIVOTE contributes to strengthening democratic resilience by addressing disinformation, algorithmic bias, and unequal digital access, while promoting transparency and trust through safeguards aligned with ODIHR recommendations. The project produces evidence-based policy recommendations and roadmaps to support trustworthy digital voting at national and EU levels, aligned with key EU frameworks such as the European Democracy Action Plan, the Digital Services Act, and the NIS2 Directive.
